Happy Holidays from your Region 7 CTEIG Technical Assistance Team!

The team and I wish you a safe and healthy holiday season, and we hope that you will be able to take time off to enjoy family, friends, and seasonal festivities.  As I reflect on the past year, I am thankful for having had the opportunity to meet many of you and to learn about the amazing programs and services you are providing for our students.    In looking ahead, I encourage you to engage in legislative awareness and advocacy activities.  Invite your local legislators and/or their staff members to tour your programs, send them news articles or information about your programs so that they are aware of how your programs impact student success, invite them to be on advisory committees, and use their offices as potential sites for on-the-job training opportunities.  As president of CAROCP, The Association for Career and College Readiness Organizations, I encourage you to join this amazing group of CTE professionals.  CAROCP is a volunteer association made up of members from a variety of CTE organizations from all over California with an overall focus on legislative advocacy.  Membership applications and association information can be found at www.rocpinspire.org.    We are starting to hear increasing chatter about the need for sustainable funding for CTE, and I’d sure like to see that chatter grow stronger!

Best wishes for a wonderful new year!

City of Temecula Will Fund Five Internships for Temecula Valley High School Students

The City of Temecula engages in internship training. In working to increase and strengthen ties to business and industry, the Temecula Valley Unified School district and the City have partnered to support internship training opportunities for CTE students at Temecula Valley High School. Automotive Technology students will engage in rigorous interview process this spring to compete for five funded internships that will be offered in the summer of 2018. The first round of interviews will be "in-house" with district representatives and the second round interviews will be with employers. Auto dealers will select their interns and provide 40 hours of internship experience. The students will become employees of the City and receive a paycheck during their training time. This is an outstanding model of city government working with a school district and local businesses to help students in meeting their career pathway and career goals.

Other News from Temecula Valley High School

Temecula Valley High School, in working with their Deputy Sector Navigator for Transportation, facilitated an advisory meeting that included professional learning opportunities for all who attended. The meeting was conducted at Temecula Valley High School's Auto Shop and supported by the City of Temecula. Local dealership employees, business representatives, teachers and students participated in a tour of the high school automotive facility that was recently renovated with CTEIG funds. Representatives from Mt. San Jacinto College provided information about the post-secondary options available to students.

Fashion Designer Dreams at Big Bear High School

Aspiring designers enrolled in the ROP Fashion Design program at Big Bear High School start the year with a field trip to Joanne's Fabrics where students utilize the business-based classroom to create a budget for their fashion design collection, consisting of 4-8 outfits. Students sketch outfits and locate the necessary items for the construction of each item within their allocated budgets. With the help of Joanne's employees, students make their purchases. Designers select student models and then the sewing machines come to life, humming like a swarm of bees. It takes a large portion of the school year for students to complete their collections, while also learning about textiles, the fashion industry, applied mathematics, and economic factors involved in fashion production. The culminating experience is the planning and execution of a fashion show that includes judges from the local Chamber of Commerce, and other community and business representatives. Last year, the show's theme was "A Real Fantasy" featuring collections such as "Dreams vs. Nightmares," "My Senior Year," "Elegance" and "The 50's vs. 2017." The theme for the 2017-18 school year is "Unchained" with collections such as "Garden on the Runway," "Gothic Masquerade," "Dancing Trough Life," "Nightmare before Xmas," and "Neverland." The show is scheduled for April 20, 2018 at Big Bear High School.

Questions for CTEIG Technical Assistance

Is it possible for CDE create a list of the various industry certifications?

CDE does not currently have a list as because they don't want to be seen as promoting any particular one certification.

Does the Perkins inventory guidelines apply to CTEIG purchases as well?

Yes, the district should maintain an inventory for all funding streams.

Our District implemented a CTE culinary program this past fiscal year, 2016/17. There are obviously ongoing costs associated with the program (i.e. food supplies, specific cleaning supplies, etc.). We need clarification as to if it is allowable to continue to charge these expenditures directly to the CTEIG funds. We understand that ideally general funds will be used to pay for these expenses but if we choose to pay for them from the grant until June 2019, is that allowable?

Yes, although as you pointed out it’s not recommended as it doesn’t really show sustainability.  Having said that, as long as you are not purchasing food to feed staff or students and its sole purpose is to use it in a CTE program taught by a CTE credentialed instructor and you code the expenditures in the 3800s or 6000s, then it is acceptable.

Can CTEIG funds be used for college and career readiness programs?

CTEIG funds may be used for college and career exploration programs, such as Naviance and Bridges, to the extent they are used for CTE students. This type of program is a site license, so you may only use CTEIG funds for the percentage of your student body that are CTE students.  For example, if your student body is 1000, and you have 150 CTE students, you may charge only 15% of the program cost to CTEIG.
