*Making Rigor Easy Workshop Description

Reading and understanding technical documents accurately can be a gateway to success. Learning how to help students gain access to these documents is imperative to their success and future. In this one-day workshop participants will explore the elements and levels of Cognitive Rigor and Webb's Depth of Knowledge. Through discussion and hands-on activities, participants will learn how easy it is to transform their classrooms into high-achieving, high-learning, rigorous environments so that even struggling readers can successfully navigate the most complex technical and industry-specific documents.

CBS Studios Tour for Temecula Valley High School Advanced Video Media Arts Students

Temecula Valley High School Advanced, Video Media Arts students, had an incredible behind the scenes tour of CBS Studios. Students were given a chance to see how an entire production crew works collaboratively together. They visited the various departments, (script writing, costumes, hair/makeup, editing bays, graphics department, set creation/decor, storage, etc.) that are involved in the daily production of various shows that are produced at CBS including Bold and the Beautiful, Dancing with the Stars, Price is Right, and The Late Late Show with James Cordon. The students were able to sit in the executive board room and meet with two producers, a cast member, and the head scriptwriter. They had a question and answer session with each of them. The teacher, Kim Randall, said "The Students were inspired, validated, and encouraged by their responses and stories. Casey Kasprzyk (Supervising Producer of the Bold and Beautiful) was our tour guide. He was amazing."

Inland Empire 2017 Directing Change Program and Film Contest

Wesley has been involved in film production since his freshman year when he took his first TV video production class. This year he is completing the first offering of the capstone for that pathway. He typically writes comedy acts, and Bill Maher is his inspiration, but he chose to get involved in this public service announcement on mental illness to get some more experience. Even so, his message that mental illness should be taken as seriously as physical illness is clear in his video as he sends the message that we should treat those with mental illnesses with the same level of concern as we treat those who have physical illnesses.


One of the most difficult parts of the assignment was getting actors to participate. He also had to work it so that he could be one of the primary actors as well. And that presents a unique challenge for directors. 


One of the best experiences was attending the banquet and the ceremony. That higher level of recognition was very much appreciated and is most memorable. Although he did not win the award, he did receive a nice ribbon for placing in the top four.


This project fits into his future career plans because he wants to be a director and intends to go to college after high school to do just that. The CTE courses have helped him prepare for that by helping him learn things like how to ride a job application, how to handle industry standard equipment, how to direct, and what career options he has available to him in the industry. He plans to do more competition with our own local Digifest, as well as a school film festival, and eventually the LA film Festival.

Snap Out Of It


IVROP Drone Zone Lands in El Centro

IVROP launched Imperial Valley's first drone camp on June 19th, 2017. The eight-day camp at IVROP's "main headquarters" in El Centro, CA, provided middle and high school students with instruction in building, programming, and piloting drones. Students learned about FAA droning regulations and earned their pilot's license.

The drone camp is the brainchild of the IVROP leadership team, which recognized how drones impact different career pathways, and how the camp can help schools branch out into an all-new pathway.

The camp was partially funded by IVROP's Community Foundation and camp fees paid by parents. Students enjoyed the camp. Expect IVROP to provide additional drone camps in the near future.

CTE Leadership Network

CTE teachers that are current with industry and work-based learning opportunities for students are part of CDE’s 11 Elements of a High-quality CTE Program. These topics were the focus of training and discussion at the CTE Leadership Network meeting held on October 6th.


Representatives from Imperial, Riverside, San Bernardino, and San Diego counties came to network with other CTE programs and hear our knowledgeable presenters. The presenters were Kit Alvarez, Administrator of San Bernardino County Superintendent of Schools ROP and James Hayes, a CTE professional expert for public school districts and creator of work-based learning activities for students and teachers.


When participants were asked what was the most relevant content for them at the workshop the comments were: “The externship presentation was helpful to see how a district is implementing the program and to see that it is possible. I think it should be presented at a larger scale CTE conference for others to benefit from.”, “Networking!”, and “Love the resources!”

Questions for CTEIG Technical Assistance


My district receives CTEIG program grants. How long do we have to spend our funds and is there a maintenance of effort requirement?

Thank you for your question as many grantees of the Career Technical Education Incentive Grant (CTEIG) program are wondering the same thing. The 2017-18 State Budget signed by Governor Jerry Brown on June 27, 2018, included the final $200 million state investment in the CTEIG program, from which the California Department of Education (CDE) will award the third-term grants. The CTEIG program created by the 2015-16 State Budget is a three-year state program intended to build local capacity to support Career Technical Education (CTE) programs.


The third and final term of the CTEIG program extends from October 2017 through June 2018 and requires a local match of $2 for every $1 of state funds received. Grantees of this term and the prior two grant terms will have until June 30, 2019, to expend all CTEIG funds.


Regarding a maintenance of effort requirement, statute required all applicants to demonstrate how they intend to support their CTE programs for at least a period of three years after the grant funding expires. Consequently, CTEIG grantees must continue to support their programs at least through fiscal year 2021-22. Specifically, grantees are required to maintain their programs as demonstrated in their CTEIG Sustainability Three-Year Budget that they submitted with their grant applications, annual fiscal reports, and annual progress reports. Furthermore, grantees are subject to fiscal reporting requirements that include the disclosure of all CTE expenditures. The first end-of-year fiscal expenditure claims report is due to the CDE in October 2017.

Our District implemented a CTE culinary program this past fiscal year, 2016/17. There are obviously ongoing costs associated with the program (i.e., food supplies, specific cleaning supplies, etc.). We needed clarification as to if it is allowable to continue to charge these expenditures directly to the CTEIG funds. We understand that ideally general funds will be used to pay for these expenses but if we choose to pay for them from the grant until June 2019, is that allowable?

Yes, although as you pointed out, it’s not recommended as it doesn’t really show sustainability.  Having said that, as long as you are not purchasing food to feed staff or students and its sole purpose is to use it in a CTE program taught by a CTE credentialed instructor, and you code the expenditures in the 3800s or 6000s, then it is acceptable. I’ve attached a copy of the Non-allowable Expenditures for your convenience.


We're working on obtaining approvals to purchase a greenhouse; the requester is Robert Montoya, a certified CTE instructor. Since the cost is over 5K, our understanding is it needs CDE approval. Would you be the one that I'd send the form to? 

Yes, you will need to submit a CTEIG Capital Outlay Request form (attached).  Also include a Scope of Work for any other costs associated with the project (e.g., construction quote, etc.).  Email the Capital Outlay Form and Scope of Work to:
